Our Leadership
Julie P. Rosen, MS, LPC, Executive Director of Parenting Arizona is a bilingual,
Hispanic woman with over twenty-six years experience in behavioral health, and
a Licensed Professional Counselor in the State of AZ. Ms. Rosen has earned an
excellent reputation in AZ while holding positions in non-profit management,
program development, clinical management, implementation of counseling and educational
programs, and employee and leadership development. Part of Ms. Rosen's success
is due to her relentless drive to implement multi-cultural initiatives and strategies.
Previously, Ms. Rosen served as the Administrator for a children's residential
program where she dramatically improved the outcomes delivered to the clients.
Ms. Rosen had sole responsibility for the day-to-day operations, and all financial
matters. She improved the quality of care through emphasizing the cultural competency
of the staff, implementation of positive behavioral supports, and the use of
evidence based programs.
Ms. Rosen's main passion is making a difference in the lives of children in
need, especially those that are misunderstood due to cultural or economic differences.

Cecilia Gutierrez-Mayes, program supervisor for Parenting Arizona, was born in Phoenix, Arizona, where she completed all of her studies. Cecilia received her Bachelor of Arts degree in political science from Arizona State University in 2004 and is currently working on obtaining a Master of Science degree in community counseling at University of Phoenix. While attending Arizona State University, Cecilia enjoyed participating in many student activities and became an activist for many causes. In 2003, Cecilia became involved in an Arizona State University West forum to raise awareness regarding the hundreds of murders in Cuidad Juarez, Mexico. That same year, Cecilia collaborated with Arizona State University professors on social experiments involving eye witness testimony.
Cecilia considers reading, writing, painting, and traveling some of her favorite leisure activities. Cecilia is a fervent fan of fantasy baseball and takes pleasure in listening to her husband’s singing. Cecilia has a passion for music, for playing the piano, and for hearing live music in small venues.
Cecilia Gutierrez-Mayes devotes all her time to helping others. She has a passion for teaching individuals how to be effective and nurturing parents and teaching parents about infant and child development.
Judy has worked with Parenting Arizona for 17 years. She has had several positions in the Flagstaff office including Administrative Assistant, Program Coordinator, Volunteer Coordinator and , most recently, Regional Manager. She is a nationally certified trainer of trainers for Families And Schools Together and a trained facilitator in the Nurturing Program, Active Parenting, Parent to Parent and Keys to Innervisions parent training programs.
She currently supervises Parenting Arizona programs in Coconino and Apache counties. She serves on the Board of Directors for Coconino Coalition for Children and Youth, Citizens Against Substance Abuse and Flagstaff Exchange Club. Her passion is the elimination of child abuse and neglect through family focused prevention strategies.
Judy moved to Flagstaff in 1986 with her husband and two sons and has called this beautiful mountain community home ever since. She was raised in Tennessee, went to school in Kentucky and lived in Oklahoma, Missouri and Colorado before arriving in Arizona. She loves her family, especially the grandchildren, friends and traveling.

Lisa received her Master of Arts in Community Psychology from the University of New Haven in Connecticut. She is a Licensed Professional Counselor who has been working with children and families since 1996. She spent 9 years working at inpatient and outpatient settings at community mental health agencies and in residential treatment. Her work has spanned a wide range of socio-economic levels.
Lisa began working at Parenting Arizona in 2005. As a Regional Manager in Yavapai County, she has been able to draw upon her work with families and within the social service system to inform programmatic decisions at Parenting Arizona. Working at Parenting Arizona provides Lisa an opportunity to combine her passions for prevention and empowering parents to be the best they can be for their children.
Mr. Robert Candelaria is the Regional Manager of the Navajo County site in Winslow Arizona. Robert has over twenty-three years of experience serving families and children. Prior to his position with Parenting Arizona Mr. Candelaria served as the Adult Treatment Director for Council on Alcoholism and Drug Abuse in Santa Barbara California. Mr. Candelaria was responsible for the oversight of daily operations which served over three hundred individuals a day. During his time there Robert was responsible for developing and implementing a day treatment program for parents with children which included a daycare center, parenting classes and family counseling.
Robert was born and raised in Winslow and is very active in the community regarding children and families. He is a Rotarian and also serves as chairman of the Winslow Coalition for Strong Families.
Patricia Rubio Garcia, Southern Arizona Regional Manager for Parenting Arizona is a multicultural Mexican-American woman who recently held the position of Case Manager for two years at Parenting Arizona. She assisted in the development of a new in-home program in order to reduce child abuse and/or neglect in the home by teaching parenting skills and life skills training to a diverse population of the Southwest. Mrs. Garcia has been in the field of Social Work for a little over six years starting off as a Medical Social Worker at El Rio Neighborhood Center and University Medical Center and worked her way up into the Behavioral Health field. Mrs. Garcia graduated magna cum laude from Arizona State University School of Social Work in both her Masters and Bachelors degrees.
Mrs. Garcia being first generation in the United States gained her inspiration of becoming a Social Worker from her parents; she saw the struggles they went through in order to make a better life for her and her family and wanted to do something to give back to the people in order for them not to struggle the way her parents did. Mrs. Garcia’s goal is to make a difference in the lives of the people she touches.
